TULINDA DEEGAN LARSEN,

Education
Ms. Larsen holds an MA in Economics and
a BA in Political Science from The George Washington University.
Professional Experience
Ms.
Larsen heads BACK Aviation Solutions’ strategic and management consulting
services. Ms. Larsen has more than 25 years’ experience in the aviation
industry. Most recently, she focused on airport services with an
international aviation consulting firm. For over a decade, she provided
air service development consulting to airports and regional authorities.
Since joining BACK, she assisted Bermuda in attracting new non-stop
service by Trans World Airlines from St. Louis, and in convincing Delta
Air Lines to add a second flight from Atlanta. Additionally, she was
instrumental in securing LaGuardia slots for Spirit Airlines to serve
Melbourne International Airport in Florida. Other airport clients have
included the Hillsborough Aviation Authority, Acapulco tourism interests,
and the Aviation Department of the Port Authority of New York & New
Jersey.
Prior to becoming a management consultant, Ms. Larsen was Vice President
of the Regional Airline Association, representing U.S. regional airlines.
She was responsible for government relations and served as an industry
spokesperson providing testimony to Congress, federal agencies and
presentations to a variety of industry organizations. She was appointed
to the U.S. delegation to negotiate the U.S./Canada Transborder
Liberalization Act. Ms. Larsen was also instrumental in the development
of the Airlines Reporting Corporation. Before her tenure with RAA, Ms.
Larsen was a staff economist in the Office of the Secretary of the U.S.
Department of Transportation where she also served on the in-house task
force on airline regulatory reform.
Ms. Larsen is a private pilot; she is
currently President of the Aero Club of Washington, DC, and serves on the
membership committee of the Wings Club.
JOHN A. NAMMACK,
Chairman, Nammack Associates
Education
Mr. Nammack holds an MA in International
Relations from New York University and a BA from Georgetown University. He
graduated from Air University’s United States Air Force Pilot Training
Class 52-D.
Professional
Experience
Mr. Nammack is a senior advisor,
conferring with Ms. Larsen and Mr. Nammack on international and domestic
air service development projects and airport/air carrier marketing
programs. He acts as liaison with Congress, federal agencies, and industry
groups on behalf of the firm's clients.
Mr. Nammack organized Nammack
Associates, Inc. in 1983 after directing air service development
projects for Thompson Crenshaw. Prior to that, he served as the Civil
Aeronautics Board's (CAB) Director of the Office of Community and
Congressional Relations, where he was the Board's primary liaison with the
Congress and with state and local officials involved in air service
matters. He was responsible for organizing and supervising the Board's
regional offices which work directly with local officials and commuter and
certified air carriers to resolve community air service problems. He was
directly involved in the development of the CAB's small community air
service program and in locating replacement carriers to provide essential
air services to the communities.
For seven years prior to joining the CAB,
Mr. Nammack was Executive Vice President of the National Association of
State Aviation Officials where he represented state aviation interests
before Congress, Federal agencies, and the aviation industry. He has
extensive experience testifying as an expert witness before the CAB and
Congress on international and domestic air service and airport development
issues. He was a member of the President's Aviation Advisory Commission
studying the long range needs of the aviation industry in 1971-1972, and
testified before the National Commission to Ensure a Strong Competitive
Airline Industry in May 1993 on community needs for international air
service development. He has worked closely with foreign airline,
government and Travel Trade officials in Europe and Latin America for many
years, and frequently accompanies clients on international marketing trips
to make carrier and tour operator presentations.
Mr. Nammack is an experienced pilot and
aviation journalist who has served as editor of several major national
aviation publications for many years including Airport World,
Aviation Week, Airport Services Management and Aviation
Monitor. He was on active duty as a pilot and intelligence officer
with the United States Air Force from 1951-1957, serving in the Korean War
and in the worldwide operations of the Military Air Transport Services. He
is a frequent speaker on air service matters before national aviation
organizations, as well as a contributing editor to other aviation
publications. He spent five years in Latin America organizing and
directing Portuguese and Spanish language business publications, and
serving as a Latin American correspondent for Vision, Inc. He is a member
of the International Aviation Club and the Aero Club of Washington, D.C.
and a corporate member of the American Association of Airport Executives
and the Airports Council International.
AUSTIN R. NAMMACK,
President, Nammack Associates
Education
Mr. Nammack holds a BA in Business
Administration from James Madison University.
Professional
Experience
Mr. Nammack joined Nammack Associates,
Inc. in 1987. His responsibilities include collection and analysis of
airline and airport traffic data, the analysis of each client's existing
air services and those available at their primary competing airports.
Mr. Nammack also develops passenger
traffic, revenue and expense forecasts for Service Proposals and conducts
our business and travel agency surveys. In addition, he represents the
client at carrier presentations and attends on-site client meetings.
Prior to joining Nammack Associates,
Inc. in a full-time capacity, Mr. Nammack provided administrative
assistance on a part-time basis since its inception in 1983.
DAVID BECKERMAN,
Director, Consulting Services, BACK Aviation Solutions
Education
Mr. Beckerman holds an MBA in finance
from the Goizueta School of Business at Emory University and a BA in
foreign affairs and French from the University of Virginia.
Professional Experience
David Beckerman advises airport, airline
and other aviation clients on a variety of marketing, economic and
strategic issues. Recent assignments include route studies for a major
Southeast airport, an air fare analysis for a medium-sized New York State
airport, development of an expert opinion on air service data and the
evaluation of air carrier subsidies for a medium-sized Florida airport.
Mr. Beckerman also works extensively on travel e-commerce issues, and
co-authored a report on the performance of Orbitz.com in 2001.
Mr. Beckerman was previously with the
firm of SH&E, where he conducted an economic impact analysis for the
Dallas/Ft. Worth International Airport and prepared route authority
exhibits on behalf of the City of Detroit in the U.S/China route
proceeding. In addition, he provided extensive consulting service to
airlines regarding revenue management issues.
Prior to becoming a consultant, Mr.
Beckerman was with Delta Air Lines initially in cargo where he developed
operational benchmarks and enhanced the carrier’s database of cargo
statistics. He then joined the airline’s international revenue management
department where he progressed with the airline through a series of
positions, including Team Leader – Revenue Management, Southern Europe,
overseeing pricing and seat inventories in various markets.
Mr. Beckerman also has a strong legal,
financial and international aviation background. He started his career
with Washington, DC-based law firms Wiley, Rein & Fielding and Boros &
Garofalo, specializing in airline, aerospace and travel industry matters.
In those positions, Mr. Beckerman worked on several route authority cases
and prepared supporting exhibits for Trans World Airlines.
